She is the Former Secretary-General of the Central Secretariat in Mingting, the capital, and now serves as Counselor to Jinzhou Magistrate, Jinhsi. Having flourished from an unforgiving childhood, she now stands as a calculated, knowledgeable, and mysterious official and strategist with a keen eye for both political and civilian affairs.

Counselor to the Jinzhou Magistrate, Changli excels at leveraging human nature to corner her enemies into traps. Being the mentor to Jinhsi, she is persuasive and patient. She entertains an unwavering aspiration, holding her ground in the endless game against time and chaos.

Changli is a tall, pale woman with fiery yellow eyes and salmon pink hair, that fades into white, pulled into a curled ponytail styled at the ends to mimic vermillion colored phoenix feathers. The skin of her left arm is covered in feather-like burn marks that emit fiery glow as a result of her awakening and overclocking during childhood. The skin on the upper part of her body has a few visible grey flame-like markings.

Her tacet mark is located just beneath her chest.

When channeling her forte, a flame engulfed feather of "True Sight" appears on Changli's forehead, between her eyebrows.
