A prisoner assigned to Nanba Prison's Building 13, Cell 13. He is able to unlock any locks and can break out of cells easily. According to Uno, he isn't really good at anything else and is pretty much useless.

According to the Warden, he is the son of the Eternal Fugitive, inmate number 610.

Because of the shackles embedded in his hands and feet, he can use those and turn them into weapons.
